I’m trying to analyze whether or not MOSIP can be used as a personalization platform for passports and national id cards, in a system where National IDs are created by an external system. For example in some European countries a National Id is created by a civil registry, that number must then apply for a person’s passport and national id card.
Unfortunately it is not possible to migrate to standard UIN or VID usage, as the legacy ID format must be maintained (it is a unique number but not randomized).
Would it be possible to somehow rely on externally generated National IDs, and use them as UINs (or VIDs) within MOSIP?
Yes, MOSIP does support the use of externally generated legacy national IDs through a feature called Handle.
With this approach, countries can migrate their existing national ID data into MOSIP, and residents can continue using their current national ID format without any changes. MOSIP will still generate its own UIN/VID internally, but the legacy national ID can be linked as a handle, allowing it to be used for identification and verification wherever required.
However, it’s important to note that MOSIP still expects the UIN to be generated within the MOSIP platform as part of its core identity lifecycle. The external national ID cannot directly replace the UIN/VID, but it can be fully supported and utilized via the handle mechanism.
